Spotting a foul

A player last night fouled with his sleeve knocking one of his object balls off the rail into the middle of the table. The capt. picked up the ball and put it back where he thought it was and gave me the cue ball. My team said the ball stays and the capt said it is put back. we didn't see this clearly in the rules and he put the back into the middle of the table. What is correct?

When a player has a turn on a table, he also has the floor. Opponents and spectators should be seated or standing still (out of the shooter's view) and give the shooter the courtesy of allowing him/her to prepare and focus for the next shot. Calling out to the shooter or making comments (good or bad) about his/her game to anyone while he is shooting is sharking. Yelling, "Great shot!" can interrupt a shooter. It's a nice thing to say AFTER his turn (That was a great shot on the six) ...

Without bringing up any names, I had to talk to a bar owner this morning about a missing scoresheet and the conversation turned into a discussion about smoking weed on the bar property. The owner was pissed off and told the player, "Not on my business property." Dave Burnham and I discussed this issue and agree that what the players do is their own business and we're not here to tell anyone how to run his personal life. If you're jacked up on meth or a pot smoker, that's your business. ...
